Why does the game end in a tie before all the moves are made ad there is plenty of timeleft on the clock

Sometimes when I am playing checkers, the game ends in a tie even though there are more moves to be made and there is plenty of time left on the clock. Why does this happen?

If you make 40 moves without jumping anyone the game is declared a draw.

No. That is not the case. I can understand it if that were the case. But sometimes the game ends in a tie when one player has one stone left and the other has three! and there is still plenty of time left on the clock.

I think that this is because you and your opponent have only two stones left, so that it is impossible for you or your opponent to win.
